Bootloop, No recovery.

I have a stock HTC Incredible which I am trying to put back into service however it will turn on and display the HTC Incredible screen with a short vibration then either it will loop or it will just get stuck on that screen. I can get to the hboot screen but if i select anything other than fastboot it will just go back to the bootloop. I have read through a number of these threads and know that I may have to download a ROM and/or the PB31IMG.zip file. I have found and downloaded the PB31IMG and put that on the sd card but it does not ask me to confirm any update as most of the threads have indicated it will. I have also seen a thread(either here or on another forum, I can't remember after reading so many threads) which said I may have to install HTC Sync and an RUU.exe file but no specific instructions on that procedure. The hboot screen has the following information:

Somehow whatever information is supposed to be on the sd card must have gotten lost so I have no back-up, if I ever did in the first place. I have an sd card reader so I can load any files I need on the card, I just need to know what files I need and where I might find them. Any help would be greatly appreciated. Thank you in advance.
