Your texts do not go over wifi. They go via 1x.

Thanks, that figures. I'd be nice if the device just "held" them until a 1x connection was made then send them, rather than trying to send them via WiFi all scrambled/jumbled! ;( So to clarify, if the device has a WiFi connection at the time you attempt to send a text message, it will be sent "scrambled"?
It doesn't attempt to send via wifi. If the texts are scrambled that is something else like you may have a character that the other persons phone can't read like °or ¢

Another text question. If the device is "turned off" when someone sends you a text message, is that message somehow "Stored" somewhere, and then sent to the device when it's turned back on, or is that text "lost"?
The text is stored on the network until the target phone starts communicating again (is turned back on). It isn't perfect as no technology is. Sometimes the text is lost due to high network traffic, data corruption, purges, maintenance and glitches so don't rely on text messaging for important communications.......
With Verizon as of late mine come twice. Verizon senders, for some reason, I get twice if I've shut my phone off or lost signal when they send them to me. Non Verizon only come once.

Yeah, very weird. The person I texted (AT&T iPhone from my Verizon hTc Incredible), showed me the text I sent them yesterday while I was on WiFi. All scrambled gibberish, like the message I sent but with symbols/question marks in between each and every letter.
my fone is sending scrambled texts too!!!
I have my wifi on all the time at home and I send texts to people on Sprint, AT&T and a few other smaller companies and the texts come through fine. The only problem is one of my friends on AT&T can't get my pic mails.
