Can someone please tell me how the Android Market works? For example, if I have two android devices on two separate lines, am I able to use the same account on both devices so I don't have to purchase apps twice?
Im not sure if you can use the same Google account on both devices but i don't see why not. My advice though would be to make sure they are both your phones because your Google account integrates everything from that account into the phone including contacts, calendar, apps, documents and so on. So if you use the same google account on both phones they will both have the same contacts and everything. if someone adds a contact on the other phone it will show up on your phone also.
If you are planning on someone else using one of the Android phones, I would suggest them having their own Google account and paying for their own apps.
NOTE: if you are just asking about switching your google account from your Nexus One to the Incredible then yes this can be done with no issue and you keep your paid apps.

As Mix says, there should be no issues having the same google account on two phones, but make sure they are both yours. Otherwise, all of your synced information, including emails on that account, will be open to whom ever has the phone. As for the market, it should go strictly by your google account so the apps that were purchased should be available to you on either phone.
I need to edit my response. I am not completely sure that a flash would not be thrown up with VZ if you had two different numbers on one primary account. I don't believe it would, but I am not completely sure.
