Safe to Root?
So A couple of weeks ago I rooted my phone with unrevoked 3.32. Everything went fine, but when I tried to load a ROM (SkyRaider 4.0, which apparently is notorious for staying at the white boot screen), my phone was frozen at the white boot screen that says htc incredible. Because I'm new to rooting, and I'm not very savvy in these sorts of fields, i overreacted and did a "factory reset" in the hboot screen. It seemed to do nothing, and i ended up having a more educated friend assist me in backing up my phone. Since then i've tried to load different ROMs, but each time my phone stays frozen at the white boot up screen and I have to recover a back up. My phone at the moment is perfectly fine, but I wanted to try to root it. The only question though is it safe for me to try to root it again? The phone still says s-off in the hboot screen, but I'm guessing it just isnt rooted anymore. Any Suggestions?

If it says S-off in HBOOT then all you would need to do is flash an alternate recovery, such as clockwork. You can find the file at dougpiston.com. Then just flash any ROM.
While you're in HBOOT, check to see what version you are running. You should be on HBOOT .92. If you are on .77 or .79 you'll want to upgrade as it's probably the source of your flashing issues. File for HBOOT can be found on the same website.

Ok. Once I flash a ROM will I still have all my settings and stuff saved (contacts, pictures, etc?) I ask this because when I was hunting down the source of my problem, before I guessed that I wasnt rooted I thought maybe I had too new of a version of clockwork so i flashed the 2.5.1.2 version and when my phone rebooted It let me to the setup wizard and looked as if I had a stock phone. After that I recoverd to my backup, but if I flash an alternate recovery like you suggest, will all my current stuff still be on my phone?

Well when I say alternate recovery I just mean not stock. Unrevoked automatically installs an alternate recovery while giving you root rights. I'm not exactly sure what you did to your phone so you may want to check to see if Clockwork was even deleted. You shouldn't lose your pictures, they should be saved to your SD Card or EMMC. If they're google contacts, those should also return once you sync your account. If they're not google contacts, there's a way to get them back but lets check to see what recovery you have first.
Got to HBOOT and select recovery. If a screen with a triangle comes up, it's the stock recovery and you need to flash clockwork. If you get into clockwork, then you should be good to restore a backup. Check your HBOOT version though, it might be the source of your problems. Just know that if you need to upgrade HBOOT, your old backups will no longer work. You'll need to setup your phone again.

So I went into HBOOT and recovery and I have the 3.0.0.8 clockwork recovery. And in terms of hboot, the friend I mentioned before who is more knowledgeable with this stuff said I had hboot .92.

Sounds like you're good to go. I've heard Clockwork 3.0.0.8 has issues fully wiping at times, could be your issue. I use 3.0.0.7. Try this: Wipe data, cache, and dalvik cache (under advanced). Then go into your partitions and format system and boot. Then flash your ROM and see if it boots.
