Where I can go or what books I can read to learn how to help develop Roms, and possibly apps. I haven't done programming before but I am a quick learner and with so few folks working on the Incredible I would love to be able to help with more options.

You could try Head First Java. As android uses Java. Also you can sign up for the Android app inventor

As for roms i suggest you build some app first to get an idea of what is going on. Also become familiar with Github. Also sniffle and cvpcs did a great write up.

Sniffle started this back on the AD. He taught me from there. That write up is for the droid1 so some modifying will need to be done for the inc.

Edit...Do you have a Dev phone or do you just use yours? I was thinking of maybe picking up a droid off craglist or something to be able to load stuff on for testing.

I'm looking into this stuff aswell. I've created a few update.zip's but never a ROM from source and thats what i'd like to do.

Well htc these guides don't go into building a vendor setup for the Dinc. If you want a true AOSP rom look into cvpcs and koush's githubs. For warning there are tricks and eggs in one of those. Be patient and expect your first 50 builds to fail. Minimum.
