I think there needs to be some clarification here as there is a lot of erroneous information being given. This is NOT by any means official in any sense. In fact, it's rather old. This radio update was leaked somewhere around the time we were supposed to receive the 720p update months ago. If you look at the link in the OP, the date is 7/27. This is the date that the first 2.2 froyo was leaked. Subsequent to that, an update leak was released on 8/1.
All that link is showing is how to update your radio in order to use the leaked 2.2 froyo ROM. The fact that you can apply this without root doesn't make this official. It's still very much a beta, hack, leak, whatever you want to call it. If you are running stock 2.1 with the updated radio, it's likely when the official OTA comes out you will be okay but no one can say for certain at this point.
I get your point. But what I'm trying to say is running anything other then the stock baseband when the new baseband comes out, I don't feel its a good idea. I know the official OTA will not be 2.05 as I am currently on 2.15 already. I have no idea if flashing a new radio over the leaked radio will work but my guess is no.
What this radio update is actually is the original OTA that Verizon was releasing prior to the decision to implement with Froyo. It was the one that started sending (albeit in a small amount) and then was pulled back when the decision was made to wrap everything into the Froyo release instead of two separate updates. When I say official, everything that has been related to me is that it is official in the sense that these are the exact files Verizon had sent out to upgrade the radio information, add hotspot and the 720 camcorder.
I will agree with that as that is where somebody in the IRC got the files from. Same with the newest 8/1 leak. They come straight from big red.
I did the radio update without root and the only differences that I see are, 720p video, mobile hotspot, and the boot animation. The htc flashlight doesnt show in the apps nor do any of the new widgets. Any ideas?
Actually, what you saw is accurate. It didn't change much in the apps, just what you saw. It also tweaked the radio signal strength meter and the radio itself, I believe. Keep an eye on things. I swear it helped by battery some, but I'm not completely positive. I would like some others to watch and see what they think.
Ok because the link had all these updates listed that I did not see when I upgraded it.

Since it's been kind of a pain in the butt to try and update my radio, could I follow these steps to update my radio even though I'm rooted?

No. If you don't have s-off you have to downgrade back stock with a stock recovery. If you go to my F.A.Q thread there is section that links to how to do it. Clockwork recovery can't flash radios.
If you had s-off you flash the PB31IMG that contains the radio. 1 step. Super easy with s-off. No clown steps involved.
