Alright according to a thread in xda the only fixes to the boot loop are 1) A hard reset 2) Flashing an RUU 3)Flashing a stock image
If none of these works then the phone is done. I'll share this thread about though to see if maybe someone else can figure out a way to fix it.

When you trying flashing the PB31IMG what does the phone do? Parsing or bypass it altogether? Basically ehat happens when you try to flash the PBimg. I'd love details.

i am sorry went out with the wife....if your still around it says parsing for a few seconds and then nothing.

I'm sure Doug will have something else to say but my idea is that maybe the image you are using is already on the phone so it reads it, sees that it matches what is already there and then just stops. Maybe try a newer or older image.
