How do I permanently remove apps?

I want to remove apps that came installed on my phone from the factory. I have tried every way possible but it is just not working. No i am not an idiot I have read the book and this is my second droid phone. I tried to remove City ID and it just keeps coming back. HELPPPPPP!!!!!!!
