Stuck on main boot screen

My phone will not get past the first boot screen.

I am rooted with S-off.

I can charge, boot into recovery, and boot into the bootloader.

I tried to maybe install an RUU to get a clean slate but since the phone doesnt mount that didnt work.

I also put a PB31IMG on my SD to maybe boot a fresh update as well but it didnt seem to see it. Could be a bad one because I was able to downgrade the radio.

Any ideas or help would be appreciated. I dont have anything that is important so if I need to go back to stock that is fine.

Some more info about the problem and your phone would be good.
Where did you get the PB31IMG file, link to it?
What did you do or trying to do that caused the current problem?
CMW and Hboot version?

I did end up getting it to boot after flashing a different rom. Odd the other didnt work since it was a stock rom.

The PB31IMG came from here PvilleComp's | Droid Incredible Resource Site I think it was the stock GB I downloaded.

Hboot is .92
Clockwork is 5.0.2

Must have just been a bad rom and a bad PB31IMG? When neither worked I figured something was wrong. Anyway thanks for the response.
